What is HAARP Really used for?

There are many questions floating around about this massive radio site somewhere located in Alaska called HAARP. After reading this article and watching some odd videos, I had to rethink my thoughts on this military device.

If everything they say about this RF transmitting station is true, then we have evolved 10 fold in our abilities to manipulate our environment.

Myself, I have a much more simpler explanation. 

Thinking about where we are today as far as surveillance goes, with every large World Power country having spy satellites up above Earth. Would it not make sense to hide the ground movements of our military? 

If you could create cloud cover over a large expanse of land, or ocean, nobody would see the movements. Cloud cover has the ability to keep prying eyes from seeing things going on under them. Even Infrared would become useless.

I don't see this device being used for brain control. I would have a hard time believing HAARP would be used for setting fires or creating earthquakes.

However, I would think that being able to create clouds where you want them to be, would be a handy thing to have in an arsenal.
