Why the USA is ignoring Pro Russian Forces are Russian Troops

You have to love how the political process works during times like the Ukrainian and Crimea situation. The United States has completely crumbled on the acknowledgement of Russian troops working inside of Putin's soon to be new Ukraine and while exchanging threats of sanctions against key Russian players, there is a seemingly something playing in the works for splitting the Ukraine into a Russian state of the East and a EU state of the west. Will this butter knife cutting of the Ukraine end the conflict, or destroy it?

There were claims that Ukrainian President and government have said they lost the Eastern half of the Ukraine to the so called "pro Russian" militias that have taken over buildings and key offices during the last few days. While there isn't anything being said from Russia nor the US, with certain maps appearing on propaganda linked News Agencies, only a fool wouldn't be able to tell the US EU main bargaining chip is nothing more than drawing a new border between the East and West of the Ukraine.

The map above only shows the native language borders, but in a much broader fashion it also implies that the Ukraine can easily be split into portions between the Western and Eastern powers. These same world powers that are having a tug of war over the region, almost in the exact same way border wise, could easily settle the Ukraine issue with a pact over the region.

Then, knowing that Russian troops are the same armed militias claiming to be "Pro Russian" civilians, grabbing government buildings and making improvised check points, would lead you to believe pretty much where Russian interests stop. That shows up even better in the next picture.

Another interesting map collage on the Washington Post shows a much more interesting demographic splitting of borders the EU and Russia could use to settle the problem. 
Why would America ignore that the troops claiming to be civilians, doing all the Russian dirty work are in fact just Russian troops?

Simple, it's far more cost effective to ignore this than ignite the process of having to prove it. Which would mean getting either the Kremlin to admit to it, or by killing, or capturing one of the troops and getting him to openly admit or proving these men are Russian military by other means.

Providing the rock solid proof on the other hand is almost impossible, not to mention, so what. Even if proof was dropped onto the bargaining table, would it even make a difference?

The answer is no.

In the most recent turn of events and activities by the Ukrainian government, a skirmish like attack ended with two Ukrainian helicopters being shot down by the "Pro Russian" civilians, using shoulder launched missiles. Missiles that the Ukrainian government claims they don't even use in their own military.

Openly admitting that they failed in the attack, but implying the Pro Russian military had shot down the helicopters using Russian military weapons. Proving the Ukrainian borders there are a lost cause and basically now Russian.

Now Russia says that everything that was on the table from Geneva, is kaput. Basically Russia doesn't have to be the standard for what's allowed and not allowed by the Ukrainian government, but it would seem Russia's statements imply they can dictate whatever they want towards the Western Ukraine divide.

Why?

It's possible that behind the new Iron curtain, deals are in the works between Russia and all the counties combined. After all, Putin is in control of the Russian fuels the EU is dependent on and in control of the Eastern half of the Ukraine.
