Russian President Vladimir Putin made some calming remarks over the upcoming Ukrainian election, and stated he is pulling back Russian troops from the borders. These statements come after recent "threatening flybys" off the California coast by Russia military aircraft.
NATO on the other hand, being ever watchful, claims Russian troops still continue to sit on the borders of the Ukraine. Any form of withdrawal has not happened as of time of this post. Russia seems to be backing away verbally, but has yet to meet the demands in actions of pulling back. Russian troops still appear, "at the ready", and massed in the same positions and sizes.
